I am afraid we have no trace on S. S.D. papers of any action taken on Mr. Grossmith's minute of 22/4 on this file. It seems that that minute, being rather hidden, was subsequently overlooked.

I have, however, now drafted, on 12284/17/50 attached, a priority savingram to the Governor of Hong Kong asking him whether he feels that a Trade Board should be set up in the textile industry. When this has been despatched, I suggest that Mr. Fairclough replies to (18) as he proposes in his minute above. cannot help feeling that the last paragraph of (18) is a little potros unnecessarifs pressing.
